You need to check with BPL, but I believe you need to configure the proxy settings and enter the correct IP address and proxy. used to be 10.0.0.10:9401. Also, the username will be your 10 digit cell number and pwd was bplmmsc. Check with BPL / Loop Mobile to be certain. You’ve also not mentioned your cell phone model, so I’m afraid I can’t help you any further.
